Looks like you are dealing with a lot of congestion and a good bit of retransmits. Some of the congestion occurring enroute may be addressable through a VPN if that is an option, though it can be hit and miss. Not an ideal fix, but can be a temp workaround while waiting for routing to clean up. Many offer a limited free use if you want to try it.

May want to check the modem's signal logs for high error rates. Uncorrected errors will be packets that are getting discarded by the modem itself, corrected errors might be delayed a bit. Some games are really sensitive to delayed packets... especially ones that use UDP instead of TCP (no error correction, so packets out of synch risk getting discarded).

Concerned about symptoms that may show up in the modem logs because you are seeing a core amount of troubled packets persisting across the entire route--including within Blizzard's segments (as57956). This could be tied into a more localized signal quality issue to investigate.
