I have been trying to set up a moca network and cannot seem to get it to work.
I have heard that spectrum does not allow it. I can get a network but then I cannot get a ip address out of the moca devices through the ethernet ports.
You did hear correctly. Spectrum does not support or allow MOCA on any new installation, except for existing legacy Charter or TWC SmartHome customers. The E31U2V1 probably does not have the required built-in MOCA blocking filter on the cable network port.
One possible workaround is to use Ethernet over Powerline adaptors to create an alternate signal path between two network devices.
