Netgear CAX80 modem router combo continues to reboot on its own after 3 techs checked isp signal

I have used netgear modem/router combos for years. In September of 2020 I upgraded to the CAX80. I had no issues until about three weeks ago the modem would restart on its own once or twice a day. I thought it might have gone bad so netgear sent me a brand new cax80 under warranty. Same problems. Three charter techs have came out and said the signal was too high and supposedly fixed it. Does anyone know how I can fix this? Here is what I am seeing in the modem event log.

    Greetings Andy - Sorry to hear you are having service issues. The T3 and T4 errors in the modem log warrant a service call. Would ask them to correct the "source" of the T3 and T4 errors and verify there are no errors of any kind in the log after reboot.

    In general the issue is not your modem. Frequently (but not always) the T3 errors are being caused by cabling/splitter issues upstream from the modem along the segment of cable that goes from the modem out to the pedestal on the street. The issue is definitely resolvable,

    When I interact with Spectrum, do you have any tips to reach someone that knows how to resolve the T3 and T4 errors?
