It seems if you are not on spectrum's network, you can not send emails on outlook

I updated from 2007 outlook to 2019 outlook. I spoke with Spectrum tech and he said that error message i was getting was something to do with my internet provider which i work in other state, so i then switched to my hotspot which Verizon which is a different internet provider with the same error. I spoke with Microsoft and we went through tests and used some other emails from different companies and had no issues, they said that it is spectrum that is the issue when not on their network.
The Spectrum tech did not know there was an issue, but from the boards I have read, it is happening to alot of other people. So basically if you are not on the spectrum network and using outlook desktop, you will not be able to send emails from outlook. Maybe 365 works not sure. I am using outlook desktop version FYI: I can receive emails with no issues.
I think the Techs should be fixing this issue. I use tampabay.rr.com

What is the error message you are getting?
Will you please confirm you are using these IMAP email server settings?
Can you try using a different device or email client, or set up a new account in your current client?
Do you have a VPN, antivirus software, or firewall which might have more strict settings when you are not on your home network?
