How can I pause and rewind live TV using the Spectrum TV app?

I have had several tech visits this year for ransom disconnects and very low Upload Speed (needed for work). I've had this house for 6 years, it was new construction and I was told I have old coax... or substandard coax another time.
So far, the line from the box on the curb to the house was replaced, then the line from the side of the house directly to my home office was replaced (no splitters; straight connection, Spectrum installed).
Spectrum supplied modem, which was the EN2251, was replaced twice. Apparently, that is the ONLY modem they have locally.
So, now I purchased my own modem, a Motorolla MB8611. I can access the event logs now.
I continue to have random disconnects, about 1-3 times daily.
After the last one, I cleared the logs to see what comes up and see this warning coming up continuously:
<DBC-REQ Mismatch Between Calculated Value for P1.6hi Compared to CCAP Provided Value;> I blocked out the rest since it has my MAC id etc in it.
Thoughts as to what is going on at this point? Again, all lines from the curb straight to the modem are NEW.
