Are you referring to the time in the guide or somewhere else? What device are you having the issue on?

I have encountered a bug in the Spectrum App for Roku that causes stale information to be displayed in the guide when watching a TV channel for a prolonged period of time. Specifically, when I watch a channel for a 2-hour movie, and then go to the guide, it shows stale information from the last time I used the guide to select the channel I am on.
This causes a selection of a program in the first column of the guide on any channel to act like a button press in history, and as a result, it won't let the selection go below 0 in the indexing of the columns. I can surmise that index location 0 is always the channel information and not actually a program selection.
Additionally, the guide initially doesn't show the timestamp at the top because the initial guide pressing the right arrow on the Roku remote brings up the mini-guide, which inherently doesn't show timestamps because it's "mini." Furthermore, the issue doesn't become apparent until you press the Roku remote's right arrow again, which brings up the full guide with timestamps, and then you will see that the timestamp shows how stale your guide is.
The current solution is to press the Roku's back arrow until the guide exits and then press the right-arrow again to bring up either the mini-guide or the full guide, and you will find the guide is correctly updated for valid selections.
I have witnessed this on an Element TV at my brother in-law's car dealership, and the two roku standalone devices (Premiere & Express models) in my home.

Regarding that first idiosyncrasy you brought up, it’s the same deal, more or less, with the Spectrum TV app on the iPhone and on the iPad was well as on the watch.spectrum.net web portal but it re-ups whenever you select a different program or even re-select the current one from the guide to watch live and you can nav it forward from wherever it is, on the fly, in the first place. Maybe it’s geared for Cloud DVR subscribers to be able to see how much of the current program will be recorded if they decide to do so right then and there before changing channels. Who knows.
