Outlook and ios mail receiving emails but unable to send

I am having an issue which the online support team said it was not their issue at spectrum where I am getting a sender rejected error when outlook tries to send any emails. I have tried from my phone and pc with outlook program (not website). I receive emails just fine but it seems something mysteriously happened with Spectrum/Charter in the last day.

Some online history shows that this is my account is being rejected, it's 20yrs old so I changed my password in case somehow I was hacked. I tried different ports. I've gone years without any issues with my settings with daily emails going out. This all started in the last 12 hours.

It says for outlook error timeout:

sending reported error 0x80042109 outlook cannot connect to your outgoing SMTP server. If you continue to receive this, contact your server administrator or ISP

    Welcome to our Community! We are happy to assist with the email issue. Have you tried accessing your email via spectrum.net? Can you try sending a message to yourself from there?
