Out of home wifi

I have never been able to connect to the out of home Wi-Fi hotspots. When I see the Wi-Fi hotspot called spectrum mobile, I enter my user information and password, and the connection just hangs. It won’t connect even though I am using the same password as the app. I have tried contacting Spectrum many times, and no one can help. It’s frustrating because it causes me to use up my data faster than I should. If anyone else has had this problem and resolved it, I’m open to ideas. Thank you.
