Websites not accessible through Spectrum, 403 Error

I posted this before. Certain Websites are not accessible through my Spectrum Cable Internet connection, but they are accessible on the mobile phone (also with Spectrum) when Wifi is disabled. Spectrum Cable internet outgoing addresses are being blocked for no explainable reason. Please help. Sites that are blocked include http://www.growcredit.com/, http://startengine.com/, https://www.lausd.org/, and others. They show a 403 Error, and some of them show an error message from CloudFront. I suspect there is a DNS reverse resolution problem with Spectrum addresses, but it's hard to tell. It's not my firewall. It's happening on all devices using this Spectrum Internet Connection.

Hey, if you have cascading wireless routers, put the second one in AP as in AP-only (non-router) mode.
