How do I complain about supervisors not calling you when you are told they would?

I have spent over 3 hours on the phone being passed over from sales to billing since Sept the 1st. Sales is telling me they are going to do one thing and then I am passed to billing who says that sales cannot do that. I was told yesterday that a supervisor named Donatta was going to call me after 12pm and it is now 6pm and no call. Is there no one above these people that I can request to speak with. There are pages of notes.
