Cannot Upgrade - Why?

I am a current Spectrum TV customer. I want to upgrade to include Internet-300+Voice. When I click "Upgrade" from my account, I always receive the message "SORRY, WE ARE UNABLE TO DISPLAY YOUR OFFERS." Why does this happen? How do I upgrade?

    Please try clearing your cookies and cache, or using a different web browser or device. If that does not help you may need to speak with an agent to process the upgrade, we can be reached at 1-855-707-7328​​​.
