FCC non-duplication rule

I recorded “late night with Stephen Colbert” and tried to watch it this morning. Only got about two minutes of it before there was a screen that said: “ we apologize for the inconvenience. This program has been deleted per FCC, non-duplication rules.” In all my years of watching TV I have never seen this message. I cannot find out why this happened on this spectrum app.. Is it going to happen again? Has anyone else had this issue?

    All i know is that the episode that ultimately aired - the first new episode in several months in lieu of whatever re-run that had originally been scheduled to air - is available on demand and probably became so not too much later than when it finally aired in Hawai'i.

    When it was recorded versus when the guide was updated to expunge the originally-scheduled re-run listing and replace it with the new episode listing may all have had something to do with it.
