Why aren't this week's NBC program episodes available on On Demand?

Why aren't this week's NBC program episodes available on On Demand?  Every time I call Spectrum about this I am told a different reason.

    There are a few reasons why programming is held from being available On Demand. In all cases, we only provide the signal and all programming decisions are made by the individual networks. We provide access to On Demand programming as soon as it authorized or made available by the network.
