Traditional cable DVR Functionality

Is there a streaming media server app that provides playback controls that would allow me to pause, rewind, skip 30seconds ahead using a remote or a remote app on my iPhone?

I see that many of these functions are available in playback from the DVR function, but not when I'm watching any live TV stream.

That was a feature I really liked from my former DVR/Media server that I miss a lot with Spectrum's streaming app. I suspect there may be something out there, e.g. Plex, or other media server apps that could serve that function. I also understand that there are TV's with built in memory (or that can use a USB memory stick) to provide these functions for live TV.

Any help would be greatly appreciated.
