Why can't wildcards (*.de) be used to block senders from spammy domains?
Why has the amount of spam on charter.net emails mushroomed in the last year?
What is being done to reduce spam?

Who knows why but few if any email providers feature top-level domain blocking for their end users; just second-level on down, no leading asterisk or dot required.
