App & website won't let me activate my self-installed modem

I'm self-installing an ET2251 gigabit modem, an upgrade to the previous physically identical E31U2V1. Everything looks good, there are 2 solid blue lights and I have internet access, although at 0.5MB. I'm trying to activate the modem, but both the app and website tell me the equipment is on the way and give me a tracking link (it was delivered 2 days ago) and no option to activate.

How do I tell it that I have the equipment already so I can activate?
