    That's a function of your local government and its role is to control public rights of way and, like pretty much everything else, the cost is legitimately passed along to the consumers.

    You would presumably be able to find the name and mailing address of yours listed in the Support, Bill FAQs and Descriptions section of your billing statement if you need to contact them.
