Spectrum Ad randomly pops up during browning in Edge

What is this random pop-up that fills the page during browsing in Edge? I was reading an article from MSN and halfway through scrolling this full page ad for Spectrum Mobile, asking me to answer 9 questions pops up. I cant hit the back button to return to the article. So I basically have to close the browser and re-open it.

Is this Spectrum doing this?
