Have ipv6 but not ipv4

I had tech out today. He changed both router and gateway. My internet has been spotty. I had to delete network device and reinstall it. Then it would work for a while. I discovered that if I did a traceroute on the static DNS server that's set up in the router. It would never connect.
After tech left all was fine for a few hours. Now I have ipv6 connectivity but no ipv4. So searches, Google, YouTube work but I can't connect to the search results. The new router is a raczv1k model.
Any ideas ?

    Use the dual-mode (v4 and v6) DNS that Specrum has set up at 209.18.47.61 and 62.
