RR.com email is very unreliable
Long time Spectrum rr.com email user, since the 1990s when it was Time Warner. I have had ongoing issues that are absolutely unacceptable.
Important emails from large service providers (Amazon, etc) for resetting passwords or OTP (one time password verification) never show up. Yes, I checked Spam, Junk, etc. I used the Spectrum webmail portal to ensure nothing operating system related was at issue.
I literally sat on a live phone call with Amazon (verified, not a phishing/fraud pretender) and they sent five password reset verification emails. Only one came through. And this live call was after a week of trying to reset Amazon credentials where the code was emailed to my account on san.rr.com and the emails never arrived in INBOX, SPAM or any folder.
This is unacceptable. Spectrum's email service, at least in the san.rr.com subdomain is wholly unreliable. Use at your own peril. I am transitioning all of my communications off of san.rr.com to something reliable.
Dreadful.

Good evening @Carol619 Welcome to the Spectrum Community,
Here's the issue, Road Runner email was created about twenty years ago as the email service provider for the now defunct Time Warner Cable, It was really good for its time.
When Spectrum took over, they decided to keep the old Road Rummer email domains for so many legacy customers rather than drop those accounts. As decades went by, Spectrum did their best to keep those accounts in check.
But the big issue was/is ever changing security, Road Runner was not created for modern security. And Spectrum like most of the other providers saw themselves as the leaders in cable/streaming TV, Voice/ Internet and mobile, but decided to no longer update the Road Runner platform because of its age. In fact, Spectrum no longer provides email to new customers because of security issues and changing technologies. Road Runner is still fine for personal use, but I have been involved with cable since 1985 and computing since 1998. I can no longer recommend Road Runner for interacting with businesses such as shopping or online banking.
My personal recommendation. Get an ad-blocker for each of your web-browsers to stop annoying email ads, or download and install the Brave Browser for built in ad-blocking, tracking protection, and malware protection. The Brave Browser is built around security. Than use a webmail service like Gmail, Yahoo Mail, or Outlook.com. especially for business correspondence, You will get better security, spam protection and reliability. That's the concerns about Road Runner today. It just can't meet modern security and can have the reliability issues that you describe.
Hope this helps1
Satch
