I switched from Verizon to Spectrum Internet via a cable modem and Wi-Fi. I also use an iPad with a Spectrum Mobile connection and an iPad Mini with Wi-Fi only. I lost the ability to send/receive text messages when I switched. I there an app I can install on my iPad that sends and receive text messages related to doctor appointments?

No. The stock messages app is the way to go and then only via text message forwarding through an iPhone. Hopefully you just need to re-up the settings.
