Photos not showing

Instead of the photos showing, I have to click on the paper clip icon to see the photo, even though in setting I have 'Show photos in email'. I'm on a mac desktop using a web browser. Any setting to have the photo would show up in the email without having to click on the attachment? TIA.

    Attachments will display in line, per se, only if thusly formatted and encoded and embedded by the sender, and that's what the Show Images in Emails setting is referring to.
