why am I unable to sign in on my TV app?

I do apologize that you are having trouble signing into the Spectrum TV app. I would recommend you test your login on www.spectrum.net and if it is not working there then I would recommend a password reset. Sometimes issues with our app is caused by internet connection problems on the device that is using the app. I would recommend that you unplug the power to the modem for a minute. This will force the internet to reset and may restore the Spectrum TV app to normal.
