I created a database program that will send SMS texts to a recipient from my email. I would like the recipient to be able to hit reply and I RECEIVE his reply on my cell phone

Does spectrum have the ability to be able to have code to send SMS texts from my email AND allow the recipient to reply and I RECEIVE his reply on my cell phone

No human way. To whatever extent that recipients may be able to reply to text-from-email messages, said reply can only come back through a corresponding text-to-email gateway. In the case of MMS, they would be replying to your email address. In the case of SMS, they would be replying to a temporary one-off 10-digit long code. Either way, it would go to your email address if it goes at all. Typically speaking, that is.

Email-to-text is kind of a non-starter now of days because of how heavily spammers have exploited it. So you're looking at strict volumetric sending limit delay or blocking to say nothing of how many people have text-from-email blocked outright.

Just turn on notifications for that person only , mute all other emails, then turn on notifications for your Gmail...
