Emergency Alert Broadcast is stuck, I select ok but it doesn’t go away.
I have an Apple TV and having recurring issues with this new emergency alert broadcast. After selecting ok it will not go away it’s super annoying, we have Spectrum Mobile why am I being bombarded with emergency alerts. I should have to manually hard reset bc there is an issue with your app. Just remove it please!

Unfortunately, both the EBS alerts and Child Amber Alerts are controlled by the FCC, not the TV vendor. You would need to file a complaint with them. It's their alert messages:

Here are known ways to clear Apple TV stuck messages:
An FCC alert message that gets stuck on an Apple TV is typically a software glitch. The most effective solutions involve a restart, but there are multiple ways to do this depending on your device's responsiveness:.
Method 1: Restart using the Siri Remote. This is the fastest and most common fix if your Apple TV is responsive enough to accept remote commands.
- On the Siri Remote, press and hold both the Menu button and the TV (or Home) button at the same time.
- Hold the buttons until the status light on your Apple TV begins to blink rapidly.
- Release the buttons. Your Apple TV will restart, which should clear the stuck notification.
Method 2: Force-quit the current app If the alert is associated with a particular streaming app that is frozen, quitting the app can resolve the problem.
- Double-click the TV button on your Siri Remote to open the App Switcher.
- Swipe left or right on the touch surface to find the frozen app.
- Swipe up on the touch surface to force-quit the app.
- Press the TV button again to return to the Home Screen.
Method 3: Unplug and re-plug the Apple TV. This performs a simple power-cycle and is the most reliable method if the device is unresponsive.
- Disconnect the power cord from the back of your Apple TV.
- Wait for about five to six seconds.
- Plug the power cord back into the Apple TV.
Method 4: Reset your Apple TVAs a last resort, if restarting doesn't work, you may need to perform a factory reset. This will erase your settings and data but will definitely clear any software glitches.
- Go to Settings > System > Reset.
- Select the "Reset" option. You will need to set up your Apple TV again afterward.
- Preventing stuck alerts in the future. To avoid similar issues, keep your tv OS software up to date and check your notification settings.
- Update your software: Go to Settings > System > Software Updates to ensure your Apple TV is running the latest version of tv OS.
- Adjust app notifications: Go to Settings > Notifications. From there, you can adjust which apps are allowed to send notifications to your Apple TV
Spectrum's newer cable boxes have software updates on them to prevent the stuck messages. If this is happening often, I would reach out to Apple on social media to get them to push a software update to your Apple TV. The only other way to prevent this is to rent a Spectrum cable box or Xumo streaming box.

Having this issue (again). Unfortunately, none of Satch's methods worked for me, all though I did not - and will not - go to the extent of performing a system reset. At that point I will just get another TV provider. The only thing that seems to work is to press the down arrow and select "OK" about 12 times (on every damn TV I own). And discovered that if you do quit, force quit, or delete and re-install the app, you just have to go through the process all over again. So just leaving them running for now. Ugh.
I did, however attempt to file a complaint with the FCC per Satch's link and received: Due to a partial lapse in federal government funding, the Consumer Complaints Center is unavailable for new consumer complaints
Lovely.
As this is the only live television service on which I have experienced this issue, I am going to continue to hold Spectrum responsible for fixing their app. I like the Spectrum service well enough to have some patience while they deal with this issue; but it is wearing thin.
