What type of network upgrades were done in my area?

I got an email about network upgrades being done in my area from 11pm to 6am on the 15th. Crews have also been out in my neighborhood doing upgrades to boxes in our backyards and informing neighborhood that service would be going in and out during this upgrade. My question is how can I find out what upgrades are being done. Thank you in advance.
