Setting up voicemail for the first time. It asks me for a password, but gives me no guidelines

I have an old iphone 2 mini which was cleared and set up for me. It works fine for calls, but I cannot set up voicemail. It asks for a password to be entered twice. I think it wants a new one, but goes to "Saving….", then fails every time with "Try again later" or "cannot access server". FYI, there is nothing wrong with my WIFI
