High Split symmetrical upgrade in CA 92377?

Was wondering, we had a network upgrade on August 30th in Rialto, CA 92377. We had an outage overnight.
But later received a noticed it saying to he rescheduled because of weather. Was this due to the heat? When will we see the upgrade completed for the high split symmetrical?
