Network update

Back around the beginning of August, I received an email that all the services are being upgraded which took place over night. The next day I received an email that the upgrade was not completed due to weather and needed to be rescheduled. It's now October and soon to be November. What exactly is happening in my area 33617 Tampa, Florida? Did the upgrade ever get completed or is it still planned sometime in the future? The email said faster internet, which means what, I'm on 500 down 20 up? Does this mean an upgrade to 600, 700, a gig or is it high split?
