I live in Connecticut, and I qualify for the Lifeline program. When I called customer service to give them the qualification ID code, I was told that CT residents do not qualify to participate. Do you know if this is true?

Unfortunately it's true that residents of Connecticut do not qualify for the Lifeline program. You can visit How to Qualify for Lifeline with Spectrum to see the list of states included and other requirements.
