What is the best way to report an open/exposed street cabinet?

A cabinet containing Spectrum equipment (I believe it is a HFC node) in my area has been left wide open like this for weeks. What is the best channel to report this so that it can be secured?

    I wanted to give a quick follow-up. We heard back from a Field Supervisor in Appleton and they are dispatching a tech to address the issue. It should be all set by the end of the day.
