Why are the security codes printed on monthly bills?

Every page of my statement has, at the top, my account number, security code, service address. With this information anyone could change my services without my consent. If this is a security code why is it not more secure?

    The security code printed on your statement is just one piece of information that is used to authenticate your identity when you call in or reach out for assistance through chat, Social media or at a store. In order to make changes on your account, additional private personal information needs to be confirmed.

    If you are concerned about your account security, you can log into you my account and select paperless billing, or change your security code. You can also call in or visit a store and specify that only you are authorized to make changes to your account.
