Accessing spectrum.net from Overseas

I am not able to access the website. I receive 403 error message.

    Welcome to our community! I apologize for any frustration. To log in to our site, you would need to be within the US. If you are outside of the US, you would need to use a VPN that would provide a US-based IP address in order to log in.

    I understand I am not able to log in from overseas. Am I able to access the website (spectrum.net)?

    Edit: spectrum.net is a domain, not a website. You are obviously able to log onto and thus access the community.spectrum.net sub-domain website. spectrum.net, alone, redirects to the www.spectrum.net sub-domain, and If you can't log onto that or any other spectrum.net sub-domain website, you can't access it.
