High % Loss from Charter Node in WinMTR

fluctuates between 20-44% loss. typically more on the higher end of packet loss %.

Please investigate and resolve this node.

    Run a simple ping test to that router and each one beyond as well as to the end point and share what you find out if you've a mind to, see, because echo is one thing (typically "best effort" at best) and relay is another and the relay performance of any router has to be at least as good as the the echo performance of any router beyond it as well as that of the end point.

    Pathping can give more insight into how things are going... namely whether a hop is forwarding properly. This is their primary function... far more important than their responses to the lower priority ICMP ECHO request (which may occasionally be ignored because of policies in play at any given hop).
