The spectrum.net domain appears to be broken?
Some key web pages (like supported modems, setting zip code/address for researching services, etc.) are returning a CloudFront 403 error page, and features in the Android app appear to be breaking from it as well.

First thing to trip it for me was going to spectrum.com and scrolling down to the fine print section towards the bottom.
The first two sections about internet have links to spectrum.net/modem that trip the 403 error when I clicked it.
That was what I was ultimately trying to get to… was wanting to check if one of my spare modems (Netgear CM600) was still supported with the new 500/20 tier being offered in our market (got "grandfathered" into the old 100/10 tier when ACP ended).
Hoping I don't HAVE to move to a 3.1 class modem for a while--seeing reports of OFDM setups getting squirrely when older infrastructure is still in play.
The really odd thing is the android app went AWOL too... trying to look for upgrades or just explore internet plans in it returns Service Unavailable messages or just sits with the spinning circle animation. One time I got to the point of editing zip code and such to search for deals, and it just glitched and sent me back to the app's opening page.
I've dumped browser cache... even manually went through site data and manually removed the spectrum related files. Still misbehaves.
Samsung pushed a phone update last night which prompted a reboot of the phone to complete it, which resulted in their browser reverting to default settings.
Still no joy.

Oh good grief...
…looks like SAMSUNG broke their own software.
Got a warning about the ad block failing on another site.
Dumped the add on, flushed cookies again, reinstalled it.
After dumping the privacy data and all again, it finally loaded the root page again.
It would appear something went sideways when one of the tracking cookies got blocked.
For future reference... if you click the lock icon to view the security details of a page, it gives you the option to dump the cookies for that site right there. A lot easier than sifting through 100's of buggers manually like I did last night.
