Cmts T3 Timeouts
My modem on both a spectrum provided modem and my current new modem both keep getting:
No Ranging Response received - T3 time-out;CM-MAC=28:94:01:a7:1a:00;CMTS-MAC=00:01:5c:64:6e:47;CM-QOS=1.1;CM-VER=3.1;
When this happens I lose internet. I've tried signal tweaking with and with out splitters, new modem, direct connect from modem to pc no router ect. After a modem reboot it's good for a couple hours then starts happening again.

I do apologize for the issues you're having with our internet service. Since you have tried the service on 2 different modems and have done other troubleshooting steps I'm not going to have you go through those steps again. This would suggest the issue is with something physical at the home like the lines and a technician would need to come out and take a look at it.
I was able to find your account using your community login and do see you have a service call scheduled on the account. This would be the best option to figure out what the issue is.
