What can I do to fix blocky reception since the service upgrade in the Albany area of NY?

Most of the time the picture is okay, but sometimes if there is a lot of motion like cars racing or a credit scroll, the picture pixelates and jumps. Some channels have a small pixelated bar across the bottom of the picture. I have a CRT TV connected to a Cisco receiver with a coax cable. There are no splitters. I am so used to my old equipment and I am not very tech savvy and worry I won't be able to install a new cable box or that it will work with my old TV. Advice please.

    Notwithstanding the fact that your box is down-converting HD-only channels to SD and then cross-converting those as well as the native SD feeds to analog NTSC, a few lines of overscan video up top and/or down bottom that appear as dynamically shifting strings of white versus black pixels used to be pretty par for the course for native SD cable feeds as far as i've been concerned but be that as it may, if any of the other issues are happening with any locals and if your TV has an ATSC (not to be confused with NTSC) tuner, i'd start by finding out whether the same things happen with the same channel(s) via over-the-air antenna for fault-isolation purposes.

    Otherwise i'd get a tech to come over there to investigate the signal quality and, if that's good, then i'd replace the old hulk with a modern HD TV and just use HDMI between that and the box. Only then, if needs be, would i replace box but that's just me. I'm an unfrozen caveman.
