Do I need DVR to rewind live tv?

Hi @debmaness, welcome to our community.
You do need DVR service to rewind live TV. When viewing live TV you are not receiving an individual signal, your receiver is decrypting signals that are sent down all lines containing the live TV broadcasts for each channel. To be able to pause, fast forward, or rewind would either require an individual signal (like you get when viewing on-demand content) or storage space within your receiver to physically save what has been broadcast live (DVR).
