How is "Spam Risk" Different than a Blocked Call in Call Guard?

Hi Guys,
How are calls, indentified by Caller ID on TV as "Spam Risk" different than Call Guard's regular block calls? Am I correct that the phone should not ring if the system detects a "Spam Risk" call?

When a call is identified as a spam risk, these calls are likely your run of the mill telemarketing calls. For blocking specific numbers, there are other call blocking options available.
