Is the VPN using a US based IP address? If you attempt to send email when not on the VPN, does it fail as well? Are you having issues with the webmail site, or a third party email client? Do you receive any error message or code regarding failed outgoing mail? If so, you can view codes and what they mean here.

I recommend contacting your VPN provider for assistance, as the error is explicitly indicating it is an issue with their DNS entry.

VPN is US based. Email goes through fine when VPN is off. That's how I have to send email now. No issues with the email program. This is only happening in Spectrum. I can send email just fine in VPN using say gmail. The error code is 1130 "The IP address you’re trying to connect from has an issue with the Domain Name System. Spectrum requires a full circle DNS for emails to be allowed through. Verify the IP you’re connecting from, and check the IP address to ensure a reverse DNS entry exists for the IP.

I use Proton VPN which has a "split tunneling" feature. This lets you specify applications that should bypass the VPN. This fixed my Charter email sending issue as long as I am connected to my home (charter) network. As soon as I try to send from another network, Charter blocks the email. Does this on my phone (android), laptop (win 10) and desktop (win 10). Each with multiple email clients. Charter support told me to contact the application support, but the issue is obviously with Charter.

Do you have the issue if you completely disable the VPN, instead of relying on the split tunneling feature? Have you checked to see if that feature has to be configured for each new network you connect to? Are you getting the same 1130 error as the OP or a different one?
