How is visual voicemail activated?

I just switched to a moto g power. The voicemail page states, "Can't activate visual voicemail". I've made sure that visual voicemail is on and attempted other simple remedies. Voicemail is set up and works when I call it. (On my previous Samsung, I used a 3rd party voicemail app.)

Hi Jaleesa. How would I confirm that? It's a new moto g power. I say 'new', though I've just realized Spectrum sent me a 2023 as 'new'.

I've included links to the Motorola moto g stylus 5G (2023) device tutorial and Device | Visual Voicemail that should provide you with all the information you need to set up visual voicemail. If you still have questions, please let us know.

As I stated in my original post, I have already followed the instructions and tried the simple fixes. Then the phone responds that it "Can't activate visual voicemail" It seems to be a system issue, not a phone issue.
