Spectrum is having issues with lag-25-10.orldfljo00w-bcr00.netops.charter.com/66.109.6.128. I'm getting 60% packet loss from that leg of my traceroute.

Welcome to the Community Forums. I reviewed the trace route you provided and I am not showing an issue with the server. There are security features enabled that will result in a time out in the trace route but is not an actual issue. You want to look for in a trace route is a high time result that continues down on every hop after that server. I checked your modem and it is online with no history of cable signals. Can you describe the issue you are having with your internet that prompted you to run this test?

Welcome to the Community Forums. The results you are seeing are similar to the Original post. This happens due to security features on the device and not an actual issue. If there was an issue with that server then you would see similar results in every server after the affected one because you have to pass through that device to reach the next server in the result. Since the result is normal after then it indicates that the security feature that limits pings to the device is blocking the response. This security feature is enabled to prevent DDOS attacks.
I reviewed your modem and I do see that the modem was offline several times this week. I did see a known issue yesterday that matched up with equipment being down. I also saw there was a drop today that did not have any known issue related to it. If you continue to see issues with our internet service then I would recommend you reach back out to us and we will investigate the issue further.

In both cases, 100% of packets sent made it to the endpoint in reasonable enough time--even the one with high jitter.
