Is a port on spectrum home wifi for a Cat. 6e cable to be inserted to "hardwire" my outdoor camera?

Welcome to the Community Forums. The Spectrum router has ethernet ports that you can connect an ethernet cable to. Most outdoor cameras use wireless as a primary connection and you can follow the instructions that came with the camera for how to setup the WIFI.
